NEALL, James (Jack) Walter, 86, of Dade City, FL, entered into eternal rest on Monday, June 19, 2023. Jack was born on Halloween, October 31, 1936, in Cambridge, Maryland to parents Earl M Neall and Marvell (Cantwell) Neal, where he was one of three children, all of which were boys, Earl, Jack, and George. On August 3, 1953 he entered The United States Marine Corps and was sent to Paris Island, South Carolina for basic training. He was then transferred to Camp Lejeune, North Carolina and served in A Company, Second Shore Party Battalion where he was taught heavy equipment operation, specializing in power crane and shovel operation. While stationed at Camp Lejeune he became friends with Robert Alspaugh of Warren, Pennsylvania. Through Bob Alspaugh he met Emily J. Ristau Mr. Alspaugh's sister-in-law. Miss Ristau and he were married after he was discharged from the service. He was transferred from Camp Lejeune, North Carolina to the Third Marine Engineer's on the island of Okinawa. He went to work for Midtown Motors for a year and then he went to work as a clerk for the Warren Borough Police Department this was on July 1, 1963. At the October Meeting of the Warren Borough Council, he was appointed a Patrolman on the Police Department, He went up through the ranks and became the chief of police he held this office at the time of his retirement on December 31, 1989. It might be interesting to note that he was the last Police Chief of the Borough of Warren because the Borough became The City Of Warren while he was in office. Not only was he the first City Police Chief but also the last City Police Chief since at the time of his retirement the city changed the configuration of the police department and hired a Director of Fire and Police making Chief Neall the last City Police Chief. Jack was also a proud member of NorthStar #241 Masonic Lodge in Warren, Pennsylvania, and was a 32nd degree with the ancient accepted Scottish Rite of the Northern Masonic Jurisdiction.
