NEILAN, Charlotte Ann, 77, of Wesley Chapel, FL, entered into eternal rest on Friday, September 16, 2022. Charlotte was born in Liberty, Texas on July 27, 1945 to parents, Charlie Durham Taylor and Opal Elizabeth Lawhon.
Charlotte married the love of her life, Frank Thomas Neilan Sr., on October 6, 1967, in Amite, Louisiana. The two settled in Dade City, Florida in the fall of 1978, where Charlotte and Frank opened Franks Barbershop (later known as Frank & Tims Barber Shop) and then Hair Etc., a beauty salon that they owned and operated for over 30 years. In early 1990, Charlotte began pursuing her post-secondary degree in Education eventually obtaining a Master's Degree in Education from St. Leo University. In 1994 she began a 20+ year career as a High School teacher for the Pasco County School System at Pasco High School where she impacted countless lives in both traditional classroom settings and within the Adult Education system through which she helped thousands of students obtain their GED over the years.
Charlotte was a force for good within her community with a passion for people, investing in so many teenagers and young adults and fellow coworkers in the school system and her patrons & employees through her and Franks businesses. She truly had a heart for the hurting, especially for those less fortunate, which was evident in the 20+ years her and her husband spent in the prison ministry investing in the forgotten and left behind. Second, only to seeking and serving the Lord, her greatest joy was spending time with her family, especially her grandchildren, supporting them in all of their many activities throughout the years.
She is survived by, her son, Timothy C. Neilan, wife, Kristin and granddaughters, Alexa & husband, Travis Chester, Ciara, and Annika; Stepson, Frank T. Neilan Jr., wife Debra, and grandson, Joseph; Brenda Zhao (who she considered her daughter), husband Stephen and their children Clara, Joseph, and Kate; Sandra Burke (who she also considered her daughter) and her children Chaney and Natalie; her younger sister, Nancy E. Dunivan; and her beloved Yorkie Poo, Baby.
She is preceded in death by her husband Frank T. Neilan Sr., and brother, Charlie M. Taylor.
A Celebration of Life service will be held on Saturday, October 22nd at 4:00 pm at citylife church - Wesley Chapel Campus located at Turner/Bartels School
