Charlotte Ann Bay, Webster, Florida, passed away peacefully on December 9, 2016 at Lady Lake Specialty Care Center. She was the daughter of the late Frank and Anne Selecky. Born in South Bend, Indiana, Charlotte worked as an insurance company office manager until moving to Webster in the 1970s to care for her father. She worked for many years for Spartan Electronics in Brooksville. Charlotte will be remembered for her independent spirit, fashion sense, culinary talents and love of family. She is survived by her son Tom L. Payne, daughter-in-law Helena Tuleya-Payne of Landisville, PA and grandsons Geoff, Lancaster, PA and Evan, Landisville, PA. Graveside services will be held 11am Saturday, April 22, 2017 at the Steward Chapel Cemetery in Webster, Florida. Graveside Service
